By using the SPSS cluster analysis method, it's analyzed the index system of education condition, educational management, teaching staff, specialty and curriculum construction of 58 Higher Vocational Colleges in Hb Province, and divided the Higher Vocational Colleges into five categories: high-level, relatively high-level, medium-level, general-level and low-level in this paper. The relevant government agencies can make accurate positioning of the Higher Vocational Colleges in Hb Province and formulate more pertinency development policies for different types of colleges, which can formulate more specific development plans and improve their employment rate.
