Government is more likely not to be able to satisfy the increasing future needs of residents for welfare services in suburban areas with aging residents. Moreover, volunteer and business activities show limited resolution. This study specifically examined awareness of "mutual help of residents within the neighborhood," which was activated by a small reward.
