... d social infrastructure, weak investment opportunities, a large-scale outflow of the population, etc. The elaborated solutions include the creation of a network of special areas of advancing socio-economic development -the priority development areas (PDA), offering benefits and preferences to the companies-residents of non-extractive industries for the 70-year period. Priority development areas should act as contact zones, providing foreign economic, scientific, cultural and other forms of international cooperation with the countries of Asia-Pacific.
