Questionnaire survey was conducted in Kitami City where the water failure has occurred in 2007. The purpose of the survey was to clarify the trouble people experienced and the way they got water for various purposes during the water failure, and the degree of their awareness of the crisis management. People experienced difficulty in getting water for flushing toilet or washing bodies. Hospitals found it difficult in getting clean water for dialytic treatment or operation. It was revealed that
