This paper investigates Why is China can gain great success in capacity cooperation with the countries involving in the Belt One Road Initiative. This paper uses the cooperation with the five Central Asian countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, as examples to find out the potential factors. Through analyzing the complementarity of long-term strategies of these five countries and China, and the supplementary policies for countries involving in Belt One Road
