Автором показано, що головні видові ознаки політико управлінської еліти слугують ключем для виявлення сутнісних параметрів останньої як суб'єкта модернізації публічного управління. Такими характерними ознаками досліджуваної еліти було виявлено: доступ до ре сурсу державної влади; специфічні управлінські функції, котрі об'єктивно витікають із самої сутності політико управлінській еліті (стратегічні (ініціарна, програмна і мобілізаційна) і суп роводжувальні (інформаційно аналітична, організаційно виконавча, кадрова, комунікативна та адаптивна); індивідуальні і групові психологічні та професійні якості, що здатні охарактеризу вати представників політико управлінської еліти як агентів реформ. The article is devoted to the definition of the essential parameters of political and administrative elite, which determine its ability to define directions and guide the process of modernization of public administration. The paper substantiates the scientific appropriateness of revealing the phenomenon of modernization of public administration as a complex of reforms aimed at establishing the State of Law in the form of strong and rationally working institutions, the formation and strengthening of civil society, as well as mechanisms of their interaction on the development of political, social and economic systems. It is shown that the function of governance of society and the state is objectively derived from the essence of the political and administrative elite, which concentrates in its hands the resource of political power and the main instruments of influence on the interests of various stakeholders both inside and outside the state apparatus. In this regard, the author substantiates that the main generic characteristics of political and administrative elite are the key to identify the essential parameters of the latter as a subject of modernization of public administration. There are such attributes: access to collective (public) resources which the state owns and especially the resource of state power, which opens access to a high position in the system of public administration; specific executive functions that objectively derive from the essence of the political administrative elite itself (strategic (initiatory, program and mobilization), corresponding to the role of the studied elite at the phase of preparation the system of public administration to the current challenges and demands of social development, as well as supporting (informational and analytical, organizational and executive, personnel, communicational and adaptive), which express the role of the elite at the
