Before the specific analysis of the bilateral relations Uruguay-EC, the author gives an overlook at the situation of this country in 1991 as well as at the global relations EC-Latin America as to offer a general frame of reference. On November 4, -1991 the General Agreement on Cooperation between the EC and Uruguay was signed in Brussels, coming to substitute the one signed on April 2, 1973. The author thinks there are no reasons which could lead to a worse situation; on the contrary, some facts -specially the industrial, scientific and technological cooperation instruments implemented by the EC- seem to suggest a larger implication of theCommunity in the country's development.
