Öz Elektronik belge yönetimi sistemlerini düzenleyen standart, rehber ve yönerge gibi dokümanlar çıkarılmasına rağmen bir politika belgesi yayımlamak ihmal edilen bir konudur. Oysa, kurum kültürü olarak benimsenen bir uygulama, hazırlanan üst düzey prosedürlerle yönetici tarafından himaye edilir. Bu makalede, elektronik belge yönetimi sistemlerinin aksamasına politika belirsizliğinin de neden olabileceği savı tartışılmaktadır. Yapılan sınırlı saha araştırmasında örgütlerin politika yayımlamakta herhangi bir stratejilerinin bulunmadığı; hatta konuya çok da önem verilmediği kanaati oluşmuştur. Makalede nitel bir araştırma yöntemi kullanılmış ve durum tespiti anlayışı benimsenmiştir. Bakanlık, üniversite ve belediye gibi kurumların belge ve arşiv yönetimi hizmetlerini duyurdukları internet siteleri incelenmiş, bir politika belgesi yayımlayıp yayımlamadıklarına bakılmıştır. Araştırma sırasında literatür taranırken, elektronik belge yönetimi sistemi kurup yürütme tecrübesine sahip uzmanların görüşlerine de başvurulmuştur. E-devlet uygulamalarının kurumların elektronik ortamda sunduğu hizmetlerle hayat bulduğu göz önünde bulundurulursa, bilgi ve belge yönetimi uygulamalarının sürdürülebilirliğine ve kalitesine önemli katkı sağlayacak politika belgesinin, e-devlet stratejilerinden bağımsız düşünülmemesi gerektiği görülmüştür. Abstract Although documents such as standards, guidelines and directives regulating electronic records management systems have been issued, publishing of a policy document is a matter that is still being neglected. However, an application adopted as corporate culture is protected by the manager with the high level procedures prepared. By doing this, in the light of the vision and mission of the institution, the strategic value expressed by that application is explained. this article the argument that policy uncertainty can cause disruption of electronic records management systems. From the limited field research conducted, it was understood that publishing was not only neglected, it wasn't even paid much attention to in the first place. A qualitative research method was utilized in the article and due diligence approach was adopted. Websites where institutions such as ministries, universities and municipalities present their documents and archive management services were examined and it was checked whether or not they published a policy document. During the research, experts who have the experience of establishing and operating an electronic records management system were also consulted while the literature was scanned. Considering that e-government applications come to life with the services provided by institutions, it is seen that the policy document, which will contribute significantly to the sustainability and quality of information and document management applications, should not be handled independently of the e-government strategy.
