Starting from time of peace, all these require an effective crisis management system that would warn and manage the threats that would create such crises. There are, however, crisis management centers and situation rooms in the focal points of the physical substructure of the crisis management system. In this article, by looking at the attributions of an effective crisis management system, structure of the crisis management centers and situation rooms will be questioned at international and national levels.
