The publisher committee emerged in July 1949 from the technical commission of publishers constituted in May 1948. Until today it represents the interests of the publishers in the "German Publishers and Booksellers Association" and is institutionalized as an expert committee within the association. The committee had evolved from a technical commission with advisory function to an institution within the association with the possibility of independently handling publisher specialist questions, as well as the right of representing the publishers' interests. The main responsibility and the main workload lay with the corresponding chairperson. In December 1950 an executive board was established. However, important resolutions were still passed by all members. Within the committee firm owners or chief executives of renowned publishing houses acted predominantly. Women were strongly underrepresented, which can be ascribed to the small percentage of women within the publishing industry. In the beginning the activities were dominated by the regulations of the occupying powers. From 1950 to the middle of the 1960s the main tasks lay in the preservation of the maintained price as well as of the regulations of traffic and sales, and in the representation of publisher interests for the copyright legislation.
