What statistics is PSNR related using JPEG2000

JPEG2000 encoder is well designed, it makes full use of the redundant information among the images. Many of us may have the experience that when compress variety of images of different types using it, the peak signal-to-noise ratio (PSNR) values vary widely from image to image. This large variation in PSNR can only be attributed to the nature and inherent characteristics of the image, since everything else is fixed.
