中国黒龍江省三江平原を中心に実施された穀物増産のための円借款事業の効果を見る。その上で, 環境対策, 食糧政策の両面からこの事業が日本にとって重要でありつづけることを示し, 地方機関への援助という形式も見据えた上で対中円借款事業の今後の可能性を考える。 I examine the effects of yen-denominated loans for increasing grain production, primarily performed in China's Heilongjiang province, Sanjiang Plain.
