Beginning in the mid-1970s in Southern Europe, it has spread throughout Latin America, parts of East Asia and Africa, and the former Soviet bloc. In all, dozens of new democracies have emerged in the last three decades. This course will examine the problems they face and what, if anything, outsiders can do to help.
