... èé ËÏÐ. Àâòîìàòèçàöèÿ è ïðèìåíåíèå èíôîðìàöèîííûõ òåõíîëîãèé ïîçâîëÿþò îïòèìèçèðîâàòü ïðîèçâîäñòâåííûå ïðîöåññû äîëaeíûì îáðàçîì, îäíàêî óðîâåíü îòâåòñòâåííîñòè ËÏÐ ïðè ýòîì íå ñíèaeàåòñÿ. Öåëüþ ðàáîòû ÿâëÿåòñÿ îáîñíîâàíèå àêòóàëüíîñòè è íåîáõîäèìîñòè èñïîëüçîâàíèÿ ìåòîäîâ ñòðàòå-ãè÷åñêîãî ïëàíèðîâàíèÿ ïðè ñîâåðøåíñòâîâàíèè ïëàíèðîâàíèÿ ìåðîïðèÿòèé ïî îáåñïå÷åíèþ ïîaeàðîâçðûâîáåçîïàñíîñòè (ÏÂÁ) íà îáúåêòàõ ÒÝÊ â îñîáûõ óñëîâèÿõ. Òåîðåòè÷åñêèå îñíîâû. Ïðîàíàëèçèðîâàíû òàêèå ïîíÿòèÿ, êàê ñòðàòåãèÿ, àãðåãàòíàÿ öåëü, ãîðèçîíò ïëàíèðîâàíèÿ, öåëåâàÿ ôóíêöèÿ, íåôîðìàëèçóåìàÿ èíôîðìàöèÿ. Íà îñíîâàíèè âçàèìîñâÿçè ëîêàëüíûõ è ãëàâíûõ öåëåé ñòðàòåãèè îáîñíîâàíà íåîáõîäèìîñòü ñîçäàíèÿ äåðåâà ïëàíîâ â ïîìîùü ËÏÐ äëÿ îñóùåñòâëåíèÿ è êîíòðîëÿ äåéñòâèé íàä îáúåêòîì óïðàâëåíèÿ. Îïèñàíî ñîîòíîøåíèå àãðåãàòíîé öåëè è ñòðàòåãèè, ñîñòîÿùåé èç ïîñëåäîâàòåëüíîñòè äåéñòâèé ËÏÐ ïî äîñòèaeåíèþ îïðåäåëåííûõ çíà÷åíèé àãðåãàòíîãî ïîêàçàòåëÿ êà÷åñòâà. Ðåçóëüòàòû èññëåäîâàíèÿ. Îáîñíîâàíà íåîáõîäèìîñòü ïðèìåíåíèÿ ìåòîäîâ ñòðàòåãè÷åñêîãî ïëàíèðîâàíèÿ â öåëÿõ ñîõðàíåíèÿ ïîêàçàòåëåé ýôôåêòèâíîñòè äåÿòåëüíîñòè ËÏÐ íà îáúåêòàõ ÒÝÊ ïî íàïðàâëåíèþ îáåñ-ïå÷åíèÿ ÏÂÁ â èçìåíÿþùèõñÿ îñîáûõ óñëîâèÿõ. Ïðåäñòàâëåíà õàðàêòåðèñòèêà äàííûõ óñëîâèé, à òàêaeå ïðè-÷èíû èõ ïîÿâëåíèÿ. Ïðè îòñóòñòâèè íåîáõîäèìûõ ìåòîäîâ ïëàíèðîâàíèÿ è óïðàâëåíèÿ â òàêèõ óñëîâèÿõ äîïóñòèìîå âðåìÿ ðåàêöèè íà èçìåíåíèå ñðåäû áóäåò ïðåâûøàòüñÿ. Äëÿ ïðåîäîëåíèÿ òåíäåíöèè ñíèaeåíèÿ ýôôåêòèâíîñòè ðàáîòû ËÏÐ íà îáúåêòàõ ÒÝÊ â îñîáûõ óñëîâèÿõ ïðåäëîaeåíî ïðèìåíÿòü ïðîãðàììíî-àïïàðàòíûé êîìïëåêñ èíôîðìàöèîííî-àíàëèòè÷åñêîé ñèñòåìû ñòðàòåãè÷åñêîãî ïëàíèðîâàíèÿ (ÈÀÑÑÏ) ìåðîïðèÿòèé ÏÂÁ. Çàêëþ÷åíèå. Îòìå÷åíà ñâÿçü ÷èñëà îøèáîê ËÏÐ ïðè ïðèíÿòèè èì ðåøåíèé äëÿ ïîäñèñòåì ÏÂÁ ñ óâåëè÷åíèåì îáúåìà èíôîðìàöèè îò ñðåäñòâ íàêîïëåíèÿ è ïåðåäà÷è äàííûõ. Âàaeíî àäàïòèðîâàòü ïîäñèñòåìû îáåñ-ïå÷åíèÿ ÏÂÁ ê íîâûì îñîáûì óñëîâèÿì ñ ïðèìåíåíèåì ÈÀÑÑÏ. The decision-makers (DM) are bear responsibility for fire safety (FS) at the fuel and energy complex (FEC) facilities. There is the fact of the impact of production intensification and data volume growth on the intensity of the load on the human resources. Which in turn increases the probability of errors of the DM. Automation and the use of information technologies allow us to optimize production processes. However, the level of responsibility of the DM is not reduced. In addition, it is noted that the reserve of time for decision making at the FEC facilities is being reduced.
