Futbol oyun kurallarının uygulamada farklılık göstermesi, futbolu tartışılır kılan ve gündemde tutan en önemli özelliklerin başında gelmektedir. Futbol Oyun Kuralları, Uluslararası Futbol Birliği tarafından değiştirilirken, adalet, dürüstlük, saygı, sporcuların ve görevlilerin güvenliği, seyredenlerin keyif alması, futbolun değerinin artırılması, değer katması, verimlilik yaratılması ve teknoloji ile marjinal hataların azaltılarak adil sonuçların çoğaltılması gibi kriterler etkili olmaktadır. ABSTRACT In our study, the change, development, and transformation of modern football game rules from the beginning to the present are examined. In the period from the 19 th century to the 21 st century, the reason for the fact that football is the number one sport is based on the changes formed by the game rules. The rules, first created in 1863, were put in writing in 1896 and it was asked to be interpreted and applied in a similar way all over the world. Thus, it was aimed to provide a standard understanding in the issue of the implementation of rules around the world and to introduce a set of rules that might apply in each country. The fact that the rules of the football game differ in practice is the primary of the most important features that makes football debatable and keeps it on the agenda. While the rules of the football game are changed by the International Football Association, criteria such as fairness, honesty, respect, the safety of players and officials, enjoyment of audiences, increasing the value of football, adding value, creating efficiency, and increasing fair outcomes by reducing marginal errors through technology are being effective. In industrial football, where the money is at the forefront, it is not possible to reach the belief, opinion, and conclusion that football is better with its mistakes. Therefore, technology has been allowed to tap into football.
