The research is based on the fact that the syllabus TOEFL Reading used in Unipdu Jombang does not meet the needs of the students, because it only consists of a number of exercises and answer keys with a short discussion. In short, this study uses a two-stage analysis. First, analyzing the type of questions frequently found in TOEFL reading. The second step is identifying the type of questions considered as the weakness of the students. This study used a needs analysis in form of survey. 25
