Ph: +61 7 3735 6843. 2 In 2005, 78.24% of outcomes achieved by students were based on training package units of competency and 21.75% were based on modules, which are not competency-based (DEST 2006a: derived from Table 1 .10). The latter mostly consist of further education modules, but further education programs are increasingly marginal and their future is threatened unless they can demonstrate they contribute to labour market outcomes.
