Employee Organization" or "Personnel Organization" was introduced in the public service system corresponding to the trade union system of private sector, but as to public sector there were restrictions of collective rights of labor. Also there are some subtle differences between national and local public service. The system has been at the mercy of political situation of Japan. Through the implementation for about seventy years the system has developed and quite rooted in the public service system.
