Scientists did apply Newton's Shell Theorem to the Galactic Rotation Problem. It is concluded that theory was complete enough to explain flat rotation curves of galaxies. Dark Matter was not the failure of theory rather it was the failure of counterintuitive regime of Physics and Cosmology.
