Contractual regulations provide flexibility and contribute to building a consensus on the legal status of the cross-border regions. The format of the Commonwealth of Independent States involves an active use of contractual regulation. The paper focuses on the legal nature of the regulatory contract, which allows to use recommendatory norms agreed by all parties in the law-making process. The authors state that the legal consensus on the most controversial issues of interstate communication is achieved through a regulatory legal agreement.
