Irrigated agriculture is one of the most human activities that use water, causing need to better control and management of the use of this water resource. Horticulture has not granted the right to use the water or environmental licensing, both instruments of the National Water Resources Policy and the National Environmental Policy, respectively. The implementation of effective environmental management is necessary in order to improve the production and environmental quality from the perspective of sustainable development.
