It was found that the correct formation of the State Budget is an urgent task in Ukraine, as there has been a recent budget deficit.In order to find proposals for solving the problem of budget deficit, a detailed analysis of the State Budget of Ukraine was conducted, the structure of the State Budget by funds, as well as the main components of revenue and expenditure parts were considered. It is determined which budget items are the most significant in its formation. The dynamics of growth and reduction of certain budget indicators during 2017 – 2020 is estimated. The directions of balancing budget expenditures and revenues to improve the general economic condition of the country are proposed. Conclusions. Every year there is a budget deficit, which determines the expediency of its careful study in order to identify all obstacles to the proper formation of the budget. The main factor in the financial stability of the economy is the absence of a state budget deficit, which can be achieved by increasing the revenue side or reducing the expenditure side.
