In order to develop this research, the formation of the Metropolitan Area of Bogotá D.C. and la Sabana was taken as a case study, due to the urban dynamics and normative conditions that allow to identify administrative, policies and electoral tensions. For the analysis of these elements, the proposed proposals in the Theory of Strategic Games will be resumed, starting with the development of cooperation and non-cooperation games between the municipalities of la Sabana region selected as the object of study (Bogotá, Soacha, Funza and Mosquera) and the arrangement for the formation of the metropolitan area.
