The Japan Paper Association(JPA)has been actively working to save energy since1 9 9 7when it established its Voluntary Action Plan on Environmental Issues .JPA declared its policy of restraining CO2 emissions as one of the actions:By2 0 1 0, reduce the unit of fossil energy for paper products by 1 0% from that of1 9 9 0level. Since1 9 9 8, JPA has been following through on the actual results of the unit of energy in the year, and has been publishing its results compared with that in1 9 9 0every

The following are the results for2 0 0 2and the report of energy situation in pulp and paper industry in Ja-pan: Unit of fossil energy in2 0 0 2was smoothly reduced by6. 6% from the level in1 9 9 0. However, the reduction in a unit of CO2 emissions remained2. 3% because cost competitive coals have been largely used.
