This research aimed to shed light on the application of thinking order concepts in exams and assignments based on student needs of hard-skill development. This research was a descriptive ex-post facto research. The samples taken consisted of 36 lecturers in charge of constructing exam questions and assignments for theoretical courses in Department of Civil Engineering.
