As a participant in the policy process, the role of the people is very large. Especially for the implementation of democracy, citizen participation has been recognized as one of the most important device. In this study, regional imbalances, particularly with regard to how to relieve the public agency that is recognized as one of the previous decision with regard to the involvement of local residents and physicians meaningful results were measured.
