The article deals with the theory of the social ideal, developed by L. P. Karsavin from 1926 to 1929. A comparative analysis of the philosopher's pre-emigrant views with his reflections in the Eurasian period reveals a significant evolution in his interpretation of society and historical perspective. The study of the socio-cultural context of the creation of the concept of an ideocratic state with a demotic form of government allows us to understand the reason for this evolution.
