The assumption that during cortical embryogenesis neurons and synaptic connections are selected to form an ensemble maximising synchronous oscillation explains mesoscopic cortical development, and a mechanism for cortical information processing is implied by consistency with the Free Energy Principle and Dynamic Logic.
