Considering the type of different pavement structure, environmental factors, traffic factors, a large number of test data and the prediction of pavement performance, based on the using of computer technology, this paper achieves the purpose of the optimal decision of maintenance plan and maintenance time, and on this basis ,constructing the evaluation system of decision consistency.
