NOTE.-The evaluations !l'eached in this essay primarily reflect the impact of impressions gained during a recent visit to England. The plirpose of this. visit was not to make a study of the health service but, during the course of my researches in other areas, I had occasion to gain some! insight into the basic, pattern of reforms, of which the changes on the health front are a part.
