Dalian Main International Shipping Center in Northeast Asia encounters some construction bottlenecks, after more than a decade of development. On the occasion, the strategy of "One Belt and One Road" provides a source of new direction for Dalian Main International Shipping Center in Northeast Asia. The paper resets the construction system of Dalian Main International Shipping Center in Northeast Asia, and provides some development proposals based on "One Belt and One Road" strategy.
