Development activities in forest areas are analysed based on degree of slope, altitude, land cover, and prefectures in order to improve the capacity of existing regulations of 'feasibility of forest land conversion' and 'assessment of forest land characteristics' in this research. 959 land based developments between year 2007 and 2013 have been analysed.
