Along with introducing the absolute rating system in CSAT English, this study attempts to explore methods to facilitate communication-oriented lessons in English classrooms. To specify the purpose, we have surveyed 4537 school English teachers about the current teaching and learning conditions under the norm-referenced evaluation system and the future direction of English teaching and learning along with the absolute rating system to be newly implemented. ... the enforcement of absolute rating system calls for a shift in the paradigm of English teaching, learning and evaluation. As proposed in Sung (2013), the direction of English teaching and writing should involve the shift from 'teacher-centered' to 'learner-centered' and from 'textbookand board-based' to 'using ICT: computer, internet, and mobile network'. The direction of evaluation must change from 'collective and standardized evaluation' to 'individualized and diversified evaluation', from 'product-based performance assessment' to 'process-based assessment'.
