FNC become the new "system blood" as it aims to provide discussions and simulations in the communication technology at the broad level and broadcasting technology and related technologies at the micro level. Through a set of research papers, using innovative and interactive approach, participants expect to share a set of research that will prepare them to apply new technologies to their work in teaching, research and educational development amid this rapidly evolving landscape. FNC 2016 call for papers attracted 54 papers from the authors representing many countries and continents. The expert of the technical program committee reviewed each paper and obtained two to four reviews for each paper. Based on these reviews, we accepted 19 papers, an acceptance rate of 35%. We express our sincere thanks to the conference general chairs and to the advisory committee members. We are also indebted to the steering committee chair and the founder of FNC, Dr. Elhadi Shakshuki, for his unlimited help and support. We also wish to convey our sincere thanks to all workshops organizers and our keynote speakers. We are very grateful to the workshops chair, international journals chair, publicity chairs and members of the technical program committee. They showed great support and provided us with reviews and constructive criticism of the research papers. Many thanks also go to all the authors who have submitted their research work to the conference. Without their contributions we would have not been able to put together such a strong and interesting technical program. We look forward to hearing productive and interesting discussions during the FNC 2016 conference. We wish you a pleasant stay and an enjoyable time in Montreal, Canada!
