With the development of economic globalization and integration of knowledge economy, science and technology's impact on economic growth, has become a focus of the whole society, especially in developing countries. Based on a detailed analysis of present situation of investment in science and technology from 2003 to 2012 in China, this paper uses the improved Cobb-Douglas utility function to optimize Chinese R&D expenditure structure. The results show that the present R&D expenditure structure
more » ... unreasonable. For the sake of improving the efficiency of science and technology, and promoting the development of economy, the Chinese government should increase R&D investment proportion of Basic Research and Applied Research, and enhance the investment of R&D in Higher Education.
