Amendments to the 1985 Spanish Water Law were passed in 1999. The new Water Law (46/1999 Law) attempts to overcome many of the challenges in Spanish water resources management. This paper provides a background of the water situation, followed by a discussion of changes in the new Law including technological aspects, water transfer contracts, and hydraulic works. Consequences of the new changes are then discussed, and points for further analysis and possible revision are addressed.
