Key Word: Metropolitan Government, Urban Management, Caracas, Latin-America Resumen A raíz de los cambios constitucionales en Venezuela (1998)(1999)(2000), ha habido también cambios en la configuración institutional del gobierno de la ciudad de Caracas, capital del país. Destaca el surgimiento legal y formal de un 'distrito metropolitano' como nivel intermedio de gobierno. En el ensayo se presentan las razones y antecendentes de esta nueva figura institucional, pasando por las formas de coordinación que surgieron en el período 1989-1999. Finalmente se evalúa la contribución cualitativa que la 'alcaldía metropolitana' agrega a la gestión urbana. Se concluye que los problemas de coordinación metropolitana aún no han sido resueltos y que el Distrito Metropolitano es, hasta el momento, una nueva jerarquía que agrega poca capacidad para coordinar y se alínea más bien dentro del contexto de la lucha intergubernamental por el poder en la ciudad.
