Successional building fires in cities may occur both in conventional and unconventional conditions. In the view of emergency response centers, a continuous coordinated work is requested to face (deal with) fires. In general, fires changes dynamically as situation changes, but the effects of sequential characteristic on resource scheduling were seldom considered by existing studies.
