Identical parallel machine scheduling problems with sequence dependent setup times, to minimize the total completion time are studied in this paper. A mixed-integer programming formulation of this problem is presented. And a neural computation architecture based on a Coupled Transiently Chaotic Neural Network is introduced to construct the model.
