... ий технологічний університет ORCID ID: 0000 0003 1096 7947 BUDGETARY DECENTRALIZATION IMPACT ON THE UKRAINE UKRAINIAN AGRICULTURAL TERRITORIES DEVELOPMENT У статті розглянуто наукові підходи до трактування категорії "сільська територія", зокрема: просторово територі альний, структурний, функціонально господарський та адміністративно правовий. Охарактеризовано ключові позиції, поширені серед науковців, переваги та недоліки запропонованих ними трактувань. Розглянуто характеристику терміну "сільські території" та інших пов'язаних смислових дефініцій ("сільська місцевість", "сільський район") у вітчизняних нормативно правових актах та їх проектах. Запропоновано авторське визначення поняття "сільськогосподарські тери торії" як складової сільських територій, яка постачає останню значним обсягом ресурсів. Описано роль бюджетної де централізації у розвитку сільськогосподарських територій України. Продемонстровано результати впровадження бюд жетної децентралізації у вітчизняній практиці, зокрема їх позитивний вплив на фінансову спроможність місцевих бюд жетів (зростання дохідної частини місцевих бюджетів, перерозподіл податкових та інших платежів тощо). The article deals with scientific approaches to interpretation of "rural territory" category, in particular: spatial territorial; structural; functional and economic; administrative and legal. The key positions of scientists, advantages and disadvantages of their interpretation are characterized. There was revealed that many scientists are representatives of several approaches at once. The characteristic of the term "rural territories" and other related semantic definitions ("rural district", "rural area") in domestic regulatory acts and their projects are considered. There was noted that there is no single approach to the definition both among scientists and among the legal framework. However, it is determined that these terms cannot be identified. Structural and logical diagram of relationship between rural and agricultural territories is s ubmitted. The author defines the concept of "agricultural territories" as a component of rural territories, which supplies the last one with a significant amount of resources (raw materials, products, investment flows, jobs, infrastructure). Agricultural territory is characterized as a socio economic system formed on the territory outside of city, characterized by predominance of agricultural activity over other types of economic activity. The role of budget decentralization in agricultural territories development of Ukraine is described. In particular, budgetary decentralization is a form of intergovernmental fiscal relations and a basis for ensuring the process of budgetary regulation. The need of implementation the decentralization principles in Ukraine was shaped by the following tasks: extremely low rural population's living standard, financial and administrative weakness of small settlements. The results of fiscal decentralization implementation in the domestic practice, in particular, their positive impact on financial capacity of local budgets (increasing of local budgets revenue, redistribution of tax and other payments, etc.) are demonstrated. Current legislative changes to the budgetary policy of Ukraine, which show positive effects for rural areas, are presented.
