Abstract: Based on qualitative research carried out in different municipalities in Rio de Janeiro this text analyzes educational policies in the area of Special Education implemented in Brazil in recent years, in particular the Specialized Education Service (SES). It equally presents reflections on the education of children and youths with intellectual disabilities. The research shows, amongst other questions, legal advances in the guarantee of educational and social rights of the Special Education public. It also shows the problems faced by teaching networks to implement these policies and the fragilities of educative processes aimed at children and youths with intellectual disabilities.
