Then the paper discusses and analyzes the housing provident system by comparing Singapore and China. The analysis shows that: There is an unfair phenomenon in Chinese Housing Provident Fund. The system should be reformed by establishing a semi-official financial institution independent of the government for HPF decision-making, management and operation. The capital growth of Chinese HPF and the function in house leasing should be improved.
