This paper is concerned with rural mobility planning in Nigeria. It makes a strong case for the adoption of equity and social justice principles in tackling the problem. In view of the acute mobility crisis aggravated by endemic poverty in the rural areas, the paper advocates that rural road infrastructure provision be seen not only as a social need but also treated as a basic entitlement of every tax-paying household in Nigeria. The treatment of rural roads as the lowest order of an integrated national road network and the introduction of Community Bus Scheme are suggested social welfare-based action plans to improve rural mobility in the country.
