Within the present dissertation thesis it was the first time that gaseous targets could be investigated in nuclear resonance fluorescence (NRF) experiments at the well established Stuttgart bremsstrahlung facility. The main goal of this thesis is the systematic investigation of the low-lying dipole strength distributions in the stable even-even Xenon isotopes.
