Therefore, they do not reveal whether the U・ I-turn people who are not active in a community are also heterogeneous. This paper elucidates these two points. This paper used the survey targeting people who live in Japanese municipalities of less than 100,000 people and analyzed the heterogeneity of U・I-turn people in terms of their attitudes. The analysis produced the following results. Compared with no-movers, 1. U・I-turn people have broader views, 2. U-turn people have the interests of the community at heart, 3. I-turn people have weaker attachments to the community and more unconventional. However, these results apply mainly to U・I-turn people who crossed prefectural boundaries. This conclusion suggests that U・I-turn people who moved a longer distance can contribute community activation about acquired locality.
