Sobretudo os conceitos e métodos de combate à pobreza usando apenas os números à formulação do planejamento de Estado. Abstract: The article addresses the cultural citizenship instituted and shaped by the people as a Nation. In opposition to the idea of culture and citizenship institutionalized by the Federal Constitution of 1988. The ethnographic procedure within the territory using the concept of "used territory" made it possible to make important reflections on the links between culture, citizenship, people and territory in the extreme poverty of the years 80, 90 and 2000.
