The advantage of travel time reliability is that, it can be used in policy assessment as a new evaluation technique and also may be used as travel time related information to the system users. Further in this study, conventional congestion measures presently using a measuring performance of Han-shin expressway network are compared with travel time reliability measures. Results reveal that reliability measures are more capable of measuring the variability in congestion level.
