With the quick development of Shanghai, energy consumption has increased fast in recent years, which leads to the environmental problems. In this paper, we proposed a cluster model to the CBD of Shanghai and have an evaluation on this plan in order to give a way to reduce the energy consumption and the emission of CO 2 for air conditioning.
