This text offers an interpretative analysis of the role of information technologies (IT) in the educational development. The premise is that education is tied to an ideological background with an elitist bias which excludes most human beings, and which is associated to the technological determinism that diminishes the responsibility of creating a new social model. more » ... opment of public education politics that allow wide access of the population to the IT. Finally concrete proposals are made concerning the integration of skills and know how into the educative contents that the new citizens must know in order to reach higher education levels. We conclude it is fundamental that politics and operative action plans be defined from the beginning so they allow the creation of inclusive social programs.
