Identifying Requirements for a Social Media-based Emergency Management System

Social media tools provide public safety organizations with a new communication channel for the management of crises and emergencies. While existing studies have mainly focused on exploring how authorities use social media tools, citizens role in producing information for emergency management has not been studied adequately.
